Twin Snakes was a Remake running on the Engine of the second Game.
I guess the FPS in the first one are baked in, so you can't just make it run faster with more Horse Power.
The other two are possibly just not optimized for the Hardware...
But hell, constant 30 fps are fine.
Only if it drops it is a Problem.
